    This report updates Metropolitan Housing Coalition's nine annual measures of fair and affordable housing for the Louisville, KY Metropolitan Statistical Area: Concentration of Subsidized Housing; Housing Segregation; Renters with Excessive Cost Burden; Production and Rehabilitation of Affordable Housing; Homeownership Rate; Access to Homeownership; Foreclosures; Homelessness; and Community Development Block Grants (CDBG) and HOME Funds.The 2012 State of Metropolitan Housing Report clearly demonstrates Metropolitan Louisville's growing need for safe, fair, and affordable housing. For the first time, the tenth annual State of Metropoltian Housing Report includes data on the number of children experiencing homelessness in the MSA's public school systems; before MHC reported only on Jefferson County Public Schools.The 2012 report also includes a focus topic: vacant properties and their impact on the community as well as current efforts and best practices that to address this issue. Additionally, the report also drills down into the Neighborhood Stabilization Program, a federal program designed to address the issue of vacant properties, and how it was used in Louisville

    This paper provides an overview of the cleanup and redevelopment of contaminated properties known as ā€œbrownfields.ā€ It has three principal parts. First, we introduce the brownfields phenomenon and its drivers, drawing on the body of available empirical evidence to discuss characteristics of individual brownfield redevelopment projects. Second, we present findings from a recent study we have conducted that examines the relative attractiveness to private developers of public interventions to promote brownfields redevelopment. Third, we briefly summarize some of the problems with brownfields development and policy and propose an approach to promote wider societal benefits of brownfields development.     What is the status of the Leeā€™s Lane Landfill Superfund Site?

    The Leeā€™s Lane Landfill is located in western Louisville, KY along the Ohio River (Fig. 1) [1]. The site was used as a quarry in the 1940s before being repurposed as a landfill from 1948 to 1975 (Fig. 2). At least 212,400 tons of municipal and industrial waste were disposed of in the landfill during this period. In 1980, the Kentucky Department of Hazardous Materials and Waste Management discovered approximately 400 drums of hazardous waste within the landfill; these drums were removed by the landfill owners in the fall of 1981, but the remaining drums of non-hazardous material, as well as any empty drums, were buried in place on the landfill. The buried and capped landfill waste covers an area of 112 acres. The United States Environmental Protection Agency (EPA) placed the Leeā€™s Lane Landfill site on the National Priorities List (NPL) in 1983. Cleanup efforts concluded in 1988 and monitoring of the site has continued since. This white paper summarizes reports published from 2013 through 2018 documenting Leeā€™s Lane Landfill site conditions and the effectiveness of the cap and other remedies put in place to protect human health. The condition of the site must be reviewed every five years by the EPA, and those results are made available to the public in what is referred to as a Five-Year Review (FYR). The Leeā€™s Lane Landfill FYR relies on information provided to the EPA by the Kentucky State Department of Environmental Protection (KDEP), information collected by the Leeā€™s Lane Landfill Group, monitoring data and conclusions from the Louisville and Jefferson County Metropolitan Sewer Districtā€™s (MSD) Conceptual Site Model (CSM) report, [2] and other interim communications. Using the information in these reports as well as relevant current and historical research documents, we identify questions that remain unanswered and need to be addressed in order to confirm that the contaminants present on the site do not pose a risk to public health and to determine whether the site is ready for re-use. We conclude by proposing several next steps to fill the identified gaps in information and confirm the conclusions in the reports

    Incentives for private residential brownfields development in US urban areas

    Public agencies in the US have committed resources to encourage private investment in reusing contaminated sites. With public funds in short supply, the effectiveness of their efforts matters both to the agencies and the development community. This paper draws on a mail survey of private developers that uses conjoint choice experiments to investigate the relative attractiveness of incentives to promote residential infill on contaminated property. Results suggest protection from third party liability offers the most value, with protection from cleanup liability and relief from public hearing requirements also important. The findings indicate several opportunities for planners to promote infill on contaminated sites in a socially and environmentally appropriate manner.

    Pentafluorophosphato-Phenylalanines: Amphiphilic Phosphotyrosine Mimetics Displaying Fluorine-Specific Protein Interactions

    Phosphotyrosine residues are essential functional switches in health and disease. Thus, phosphotyrosine biomimetics are crucial for the development of chemical tools and drug molecules. We report here the discovery and investigation of pentafluorophosphato amino acids as novel phosphotyrosine biomimetics. A mild acidic pentafluorination protocol was developed and two PF5-amino acids were prepared and employed in peptide synthesis. Their structures, reactivities, and fluorine-specific interactions were studied by NMR and IR spectroscopy, X-ray diffraction, and in bioactivity assays. The mono-anionic PF5 motif displayed an amphiphilic character binding to hydrophobic surfaces, to water molecules, and to protein-binding sites, exploiting charge and Hāˆ’F-bonding interactions. The novel motifs bind 25- to 30-fold stronger to the phosphotyrosine binding site of the protein tyrosine phosphatase PTP1B than the best current biomimetics, as rationalized by computational methods, including molecular dynamics simulations
